Identification and excavation of polluted soils and ashes in the amount of
approximately 1.5 million mł and the transport to a proposed landfill site at
an average distance of 18 km. The main pollution is located along a 30 km
stretch of the Nura river, downstream of Temirtau. The main quantities are at
river banks, but also include river bed sediments, polluted spots at the flood
plains and parts of the Zhaur swamp. Polluted river sediments shall be removed
by hydraulic suction dredging with small equipment.
The Republic of Kazakhstan has received a loan from the World Bank toward the
cost of the Nura River Clean-up Project, and it intends to apply part of the
proceeds toward payments under the contract NRC-B2 Clean-up of the Nura River
and Zhaur Swamp The contract will be jointly financed through the budget of RK.
Bidding will be governed by the World Bank’s eligibility rules and procedures.
The Committee for Water Resources of the Ministry of Agriculture of the
Republic of Kazakhstan now invites sealed prequalification proposals from
eligible bidders for NRC-B2 Clean-up of the Nura Riverbed contract.
Works include:
- (i) a detailed pre-excavation
investigation program to verify exact location and volumes of excavation
- (ii) establishment of black
zones in the field and construction of temporary transfer stations with access
roads
- (iii) cutting and removal of
vegetation, temporary storage and reuse of bush material for re-cultivation and
river bank stabilization; stripping of unpolluted top soil and nearby storage
- (iv) excavation of approx. 2.2
mln tons of polluted material at river banks and flood plains and transport to
transfer station minimizing dust emissions
- (v) dredging of approx. 54,000
mł of contaminated river sediments in the Nura river under limited (< 5mł/s)
river discharge into dewatering lagoons to be constructed on contaminated
ground along the river stretch; drifting of sediments shall be minimized during
suction dredging and river bank excavation; "silt curtains"
downstream of working sections shall be constructed and maintained to retain
suspended solids; temporary sheet pile weirs shall be constructed in the river
to reduce the flow velocity in the upstream dredging section
- (vi) excavation of naturally
dewatered sediments from lagoons and contaminated material underneath and
transport to transfer stations; dewatering of dredged sediments shall be done
in dewatering lagoons and include decanting of supernatant and if required
filtration of supernatant in a compact unit and additional mechanical
dewatering of the sediments
- (vii) handling of polluted
material on the transfer station and loading on white zone trucks, transport to
the landfill site
- (viii) dumping of material in
proper landfill cells at the landfill passing wheel washing and covering
facilities as instructed by the contractor operating the landfill
- (ix) re-cultivation of the
river banks and locally backfilling of excavation spots, after the clean-up success
has been certified by the Supervision Engineer
Works further include: Purchase, installation, operation (reading and
measurements) and maintenance of air, water, dust and noise monitoring
stations; supply of irrigation water to water users where river water does not
meet required quality due to construction works; solving landownership and
compensation issues, public information activities.
The works must be coordinated with the contractor constructing and operating
Apan landfill that has proceeded to the landfill construction in 2007. Delivery
rates and truck frequency for off loading at the landfill must strictly stay
with a certain min/max rang and must be agreed beforehand with the contractor
operating the landfill; limits regarding mercury content, moisture and organic
content must be obeyed.
Construction Period.
Works shall start in spring 2008 and must be finished by August 2010. Work in
immediate vicinity to and in the river can only take place after passing of the
spring flood, lasting normally from mid March to mid May. Extent and time of
flood can vary considerable from year to year.
Bidding will be conducted through the international competitive bidding
procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits, (current edition), and is
open to all eligible bidders as defined in the guidelines.

of Agriculture of the Republic of Kazakhstan (at the address below) from 0900

The
Republic of Croatia has received a loan from the International Bank for
Reconstruction and Development (IBRD) toward the cost of the Coastal Cities
Water Pollution Control Project, and it intends to apply part of the loan
proceeds to eligible payments under contract to carry out consultant services
for performing The Adriatic Sea Monitoring Program for which this request for
expressions of interest is issued.
Consultant services comprise the following:
- The Adriatic Sea Monitoring
Study
- Defining the specifications of
equipment needed for the monitoring program
- Work Shops (transfer of
knowledge)
The objective of the Program is to make an expert assessment of the current sea
monitoring system and its compliance with the provisions of the EU Water
Framework Directive (2000/60/EC), and to identify necessary improvements and
modifications. Plans will be made within the Program about the necessary
research work which shall be used as the basis for the establishment of the
basic models for the analysis of the Adriatic Sea quality state. Results of
measurements on specific network of stations, together with results of basic
models of the Adriatic Sea quality state will support the Adriatic Waters
Management Plan, which Hrvatske vode is legally bound to prepare by 2010.
The program is to include, the following contents:
- Overview of marine environment
research and monitoring systems to date
- Proposal of a new, additional
marine environment monitoring system, required as the basis for establishing
and improving the Adriatic Sea monitoring models
- Recommendation of the scope of
procurement of additional appropriate equipment for research work, including
data processing
For the purposes of this Adriatic Sea Monitoring Program, the most important
parameters will be defined with the help of which it is possible to monitor the
changes in the marine ecosystem brought about by the discharge of treated
municipal faecal and industrial wastewater, but also by other planned human
activities in the internal sea waters of the Republic of Croatia. These
parameters will have to be sufficient to establish a model of relatively proper
quality of ecology state of the Adriatic Sea, which will enable insight into
the present ecology state and potential future changes.
Signing of this contract is expected in August 2007. The program of monitoring
of the sea environment should be executed by the consultant in the period of
two years.
Ministry of Environmental Protection, Physical Planning and Construction now
invites eligible consultants to indicate their interest in providing these
services. Interested consultants must provide information indicating that they
are qualified to perform the services under the particular package. The firms
are invited to send their letter of interest with documents in Croatian and in
English on not more than 50 pages, containing the following information:
- Description of the firm, staff
qualifications and basic financial indices in operation of the firm during the
last 5 years
- Reference list of similar
projects carried out in the last five years
- Curriculum vitae of leading
professionals employed on the project
Due to the complexity and scope of works, the expert team for the
implementation of this program shall comprise of high-quality staff, from the
following fields: ecology of aquatic environments, chemical oceanography,
biological oceanography, physical oceanography, ship and marine structure
hydraulics, basic hydraulics and modeling of hydro-dynamical, chemical and
biological processes in the marine environment. The indicative number of man
months is estimated to be 240.
Consultants may associate to enhance their qualifications.
The consultant shall include in the letter of interest general description of
its in-field and laboratory equipment and research vessels which is foreseen
for the implementation of the program.
Consultants should send applications, upon which short lists of acceptable
consultants will be formed.
A consultant will be selected in accordance with the procedures set out in the
World Bank�s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers,
January 1997 (revised September 1997, January 1999 and May 2002). Ministry of
Environmental Protection, Physical Planning and Construction will carry out the
selection of the consultants who will be included in the short list and invited
to participate in the competition. Selection of Consultants for performing The
Adriatic Sea Monitoring Program will be selected in accordance with Quality and
Cost-based Selection Method (QCBS).

The
National Pollution Abatement Facility was established pursuant to the Agreement
between the Government of the Russian Federation and the International Bank of
Reconstruction and Development (IBRD) about a loan for financing of the
Environmental Management Project (EMP). This Agreement, signed on 06.02.95, set
forth the following NPAF objective:
· Sselection and financing of
investment projects (IPs), aimed at pollution abatement (environmental IPs).
Financing sources for such projects were to include abovementioned IBRD loan,
as well as funds of other prospective international donor organizations.
The proceeds from implementation of environmental IPs by Russian enterprises
are paid back to NPAF and accumulate on a special NPAF account, opened in CJSC �Roseximbank�.
These proceeds are referred to as �revolving funds�.
NPAF Executive Directorate (ED) manages ongoing NPAF activities, while NPAF
Supervisory Board (SB) coordinates operations of NPAF ED. NPAF SB is staffed by
representatives of Russian Ministry of Economic Development and Trade, Ministry
of Finance, Ministry of Natural Resources, and Roseximbank.
The Russian Federation is going to use part of the abovementioned WB Loan funds
for financing of up to ten consulting services contracts. These services shall
be rendered to assist several enterprises, which have been previously selected
in the framework of EMP, in preparation of IP feasibility studies, with the
goal to receive NPAF revolving funds or other uncommitted NPAF funds. It is
expected that duration of such contracts shall not exceed three months.
NPAF ED invites all interested consulting firms to express their interest in
delivery of above mentioned services. All interested consultants should present
synopsis of their qualifications and readiness to deliver abovementioned
services (please describe your working experience in similar areas/projects,
demonstrate that your company employs adequately qualified personnel, and
furnish relevant letters of reference, etc.). Interested consulting firms
should document that they employ personnel (or external consultants) that are
able to perform environmental impact assessments (EIA) in the framework of
project feasibility studies, in accordance with the requirements of Russian Law
and the World Bank.
Prospective candidates shall be selected in line with WB procedures. After a
consulting firm documents its relevant qualifications for delivery of
abovementioned services, it should be offered to present Technical and
Financial Proposals for preparation of IPs feasibility studies, provided that
these IPs be implemented at each previously selected enterprise. Contracts will
be signed with those organizations, which presented the most acceptable (i.e.
the least cost) applications.

Development Project, and it intends to apply part of the loan proceeds to

The objective of the training program for the DoF and territorial inspectorates

and organizational behavior, theoretical forestry/silviculture, practical

The Government of Albania has received a credit from the International
Development Association (IDA), and intends to apply part of the proceeds of
this credit to payments under the contract for the “Planning Firm for the
Southern Coastal Development Plan (Ref. A.2.f.1.b.)”.
The goal of this assignment is to strengthen land-use and spatial planning
capacity by supporting the formulation and codification of a Southern Coast
Development (SCD) Plan in line with strategic environmental assessment concepts
and principles, social safeguard requirements, and within a participatory
framework. The SCD Plan will establish a framework for sustainable tourism
development, which will provide long-term socio-economic and environmental
benefits to the coastal population. The southern coastal area (from Llogara to
the Greek border) currently suffers from strong development pressures and is
therefore in great need of a development framework.
The services of this assignment include:
1. Training on market-based planning and land use management concepts and
methods for the persons that will be responsible for implementing and
monitoring implementation of the SCD Plan.
2. The Planning Firm will develop a Guidance Document that identifies the
development and preservation issues that will have to be addressed in the
Southern Coast Regulation and provides examples of best practices in other
countries.
3. Based on the Guidance Document the Planning Firm will conduct a
participatory dialog with stakeholders (all those that will have been trained
under Task 1 and others that the PCU will identify) to develop the Southern
Coast Regulation.
4. The Planning Firm will prepare an infrastructure development plan that:
- Covers water, wastewater, solid
waste, energy, roads, air transportation, maritime transportation, and
telecommunication.
- Estimates short- and long-term
demand for potable and other water needs, wastewater treatment, energy,
vehicular and other means of access and circulation based on an assessment of past
trends, the current situation and future land-use and infrastructure
requirements under alternative scenarios that reflect different assumptions
concerning future economic and social development in the southern coast.
- Provides indicative costs and a
technical analysis of a long-term approach to development of water, wastewater
and access and circulation networks in the areas of the municipalities of
Himara and Saranda and the communes of Ksamil and Lukova.
- Considers how to balance demands
for infrastructure with funding availability, including the possible role for
private financing as well as possible short-term stand-alone infrastructure
solutions.
- Identifies the medium-term
implications of the SCD Plan for the public sector and recommends policies to
guide infrastructure development for the Southern Coast for the Medium-Term
Budget Program 2008 – 2010.
The Planning Firm will prepare and submit with the Southern Coast Regulation
and the Infrastructure Development Plan, maps that indicate at a scale of
1:35000:
- Existing land use as of the date
of the recent aerial photographs or sooner if more recent data is available.
- The area of strict protection
and buffer zones for the Llogara and the Butrinti National Parks.
- Other areas of importance
identified in the Biodiversity Strategy that will be subject to strict
protection pending a decision on their protected status by the competent
Government authorities.
- Proposed land use zones
according to the Coastal Zone Regulation.
- Existing and proposed major
infrastructure facilities and networks.
- Any other maps that in the
judgment of the Planning Firm are a necessary part of the Southern Coast Plan.
Timing
The Planning Firm is expected to spend 130 days on the assignment, including at
least 65 days in the field and 65 days in the home country for reading and
report writing. The assignment is anticipated to begin around end-April 2007
and end around mid-November 2007.
The Project Coordination Unit (PCU) in the Ministry of Public Works Transport
and Telecommunication now invites eligible individual consultants to indicate
their interest in providing the services. Interested consultants must provide
information indicating that they are qualified to perform the services (summary
of relevant experience of the firm, description of similar assignments,
experience in similar conditions, CV for the key personnel, letters of
recommendation, etc.).
Qualification Requirements
The key personnel for this assignment will include a planner and an engineer. The
qualifications for each are as follows:
Planner (Qualifications and Skills)
- Advanced professional and/or
academic qualifications (at least MSc) with specialization in environmental
and/or landscape planning, coastal zone management or related disciplines;
- Knowledge of international best
practices in tourism development in coastal zones;
- Professional experience as a
trainer on planning issues;
- Demonstrated ability to write
objective reports that are clear and concise;
- Demonstrated ability to manage
complex tasks on a tight schedule and deliver all products on time.
- At least 15 years of relevant
professional experience
- Direct participation as
principal planner in two or more coastal zone management projects, preferably
in an area with characteristics similar to those of the Southern Coast of
Albania
- Direct participation drafting
and implementing land use and development control regulations for coastal zone.
Engineer (Qualifications and Skills)
- Professional degree in
engineering;
- Professional experience with
various types of infrastructure, especially water, waste water, roads and
energy;
- Professional experience with
infrastructure financing, including public/private financing schemes;
- Demonstrated ability to prepare
comprehensive capital improvement plans covering a broad range of
infrastructure needs;
- Demonstrated ability to manage
complex tasks on a tight schedule and deliver all products on time.
- At least 15 years of relevant
professional experience
- Direct participation as the
person responsible for infrastructure development in two or more coastal zone
management projects, preferably in an area with characteristics similar to
those of the Southern Coast of Albania
- Direct participation preparing a
short- and long-term infrastructure development plans, including indicative
costs and technical analysis of options, preferably for a large undeveloped
coastal area
A Consulting Firm will be selected in accordance with the procedures set out in
the World Bank’s Guidelines: Selection and Employment of Consultants
by World Bank Borrowers (May 2004), based on the Consultant’s
Qualifications Selection Method (CQS).
